Set the clock before apt #

A fresh Pi has no clock of its own. It boots with the time baked into the image, and apt then treats every Release file as unsigned. HTTPS still works. Bootstrap waits for NTP. If the clock has not stepped, it sets the time from the release host before it runs apt.
v1.0.5 switched Debian to ftp.debian.org before the first update. That rewrite also pointed debian-security at a path with no Release file. v1.0.6 stays on deb.debian.org first. If a download fails, it clears the cached lists and tries the next archive. debian-security stays on its own host, and moves to security.debian.org when the main archive changes.
